Anecdote
We went to a Beefeater for lunch yesterday, because my wife had forgotten to take the beef we were going to have out of the freezer. This message was painted in foot-high letters on the wall.
That punctuation mark before the 74 is an open single quotation mark. It ought to be an apostrophe. It should look like a 9, not a 6. I can't tell you how much this irritated me for the half an hour when we were the only customers in the place (once other diners arrived, I could grouch about different things).
I guess the steak before '74 wasn't so great.
