Anecdote
There was a set of traffic lights awaiting my return from the university today. They were there because a short section of road had been resurfaced and was blocked off. The section was so small, in fact, that the car blithely parked on the road (except for two wheels on the footpath) opposite was taking up more space.
Still, if the light says red, you don't want to go through even when there's nothing coming the other way, just in case it's a trap...
