Anecdote
My mother used to collect small plates. She had over 200 of them.
When I went abroad, I used to buy her a small plate if I saw one. Not all places sell them (they're not a big thing in the USA) and not all mention the places (the Australia ones feature koalas and kangaroos, for example). Some refer to countries or regions rather than towns or cities within those countries or regions. Nevertheless, I usually managed to find something.
Here's a list of the ones that are country-only (where "country" means "member state of the United Nations"):
Austria,
Croatia,
Denmark,
Estonia,
France,
Germany,
Iceland,
Ireland,
Luxembourg,
Malta,
Norway,
Portugal,
Romania,
Sweden,
Uruguay.
Here's a list of the ones that are regional:
Canary Islands,
Cornwall,
Crete,
Cyprus,
Gotland,
Holland,

North Wales,
Scotland,
Texas,
Wisconsin.
Here's a list of the ones that are place-within-a-country-or-region:
