Anecdote
This communications junction box wasn't closed properly the last time an engineer visited it and a slight slope makes the door want to open at the slightest gust of wind. As a result, it's almost always open to the elements. This means that anyone nearby who has a cable Internet connection will lose service in bad weather.
There are no houses down our road with cable Internet, as too few residents gave permission to Virgin to dig up their front gardens to install a connection box that Virgin would have unlimited, irrevocable access to in perpetuity. We all have wireless connections, which means we don't need Virgin's help to lose service in bad weather.
