Weird
This is a metal support pillar at Liverpool Street underground station.
So many people have leaned against it over the years that the paint has worn off. This would seem to suggest a need for more pillars or similar so that more people can lean against them while awaiting the delayed appearance of the next supposedly "good service" Circle Line train via Aldgate.
I suspect, however, that to Transport For London it means they need stronger paint.
