I've shot and wounded the top one with an arrow a few times, to see if it might die from the fall to the ground, but it hasn't so far.
Maybe they're flying because it's getting closer to Christmas.

Of late, I've been playing the Conan Exiles expansion, Isle of Siptah. These two deer keep showing up near my castle:
