He's half-way up the side of a building, which explains why I missed him before. It also explains why they needed a statue, as it would be quite expensive to hire someone to stand there all day holding a cup of coffee, I should imagine.

Anecdote
I was in Colchester this morning for a dental check-up (no work needed, so it didn't take long) and finally saw the statue of a man holding a cup that I heard about in March but missed at the time.
