Anecdote
The shower in this hotel room has two settings: skin-blistering and off. Normally, there are three, with icy coming before off. Sometimes there are four, with a sweet spot between skin-blistering and icy (although on one occasion, it was the far side of skin blistering). However, I've found that if I put the shower as high up as it will go and use low pressure, the water cools off enough before it hits me that my skin comes out of it intact.
So, hotel, your feeble attempts to stop your customers from engaging in water profligacy have come to nothing! Ha!
