What a nice new, er, er, ...
Maybe they just want a place that's not indoors where smokers can go when it's raining outside. Of course, they'd still have to walk through the rain to get to it, but then they should have thought of that before getting addicted to a drug that when I checked last week costs around 32p each hit.
Oh well, I'm sure that whatever its purpose, this is a structure that's going to win awards. Structures that make little sense tend to do that.
