We had a Departmental Meeting earlier this week, which included the following diagram:

This is almost correct. The way it works in practice is like this:

If I were being really cynical, I would have added two extra committees: the Head of Department, which has one member and is above all the other committees on the diagram; the Departmental Administrator, which also has one member and is above the Head of Department.
