The signs translate as:
You can only stop your buses here.
If you're not driving a bus, you can't stop here.
If you do stop here, you have to stop properly.
I don't know what law is backing up that last one, but I'm sure there must be one.

Anecdote
A new sign has been added to one of the local bus stops.
The signs translate as:
