Numbers, they're just SO complicated

A headline in today's Independent (on a page not devoted to Arthur Miller) proclaims: "why more Britons than Spaniards set up business in Spain". Wow, more British people set up business in Spain than do Spanish people? They must be creating hundreds of thousands of businesses!

Reading the article, however, it turns out that "the number of foreigners who started their own business rose by 17.9 per cent compared with the year before. The number of Spanish who set up businesses rose only 3.8 per cent.".

This equates to "more Britons than Spaniards set up business in Spain" how, exactly?
