I counted 29 in all, of which only 3 had mudguards. I guess a line of splash marks up the back is some kind of fashion statement.
I don't know why these bikes chained themselves to the railings, but I suspect they want the vote.

Here's a picture of the line of bicycles I walked past this morning at the university:
