OK, so sometimes you see books with a main title and a second title underneath: The Hobbit, or There and Back Again, that kind of thing. Sometimes, you see movies with a main title and a second title: Star Wars: A New Hope. It's quite common in academia for research papers.
Only in America do they do it for street names...
